Fence lighting

I had a situation & cannot analyze why? One circuit 220v of # 16 fence lights, most of the lights lamps are compact fluorescent means that by any case the circuit will never exceed 1kva & the wire size is 12AWG. The residents planned to leave the place for one year outside the country & install photo cell to give an impression this place is occupied in evening time, when installing the photo cell as manual said, once turning on the lights the whole lights will be off except the nearest light after the photo cell & when removing the photocell all lights become on. Anyone had the same before?

Check the mfgr's instructions. I have seen CFL's that said not to be used with photocells. I have no idea why.

For timer, i don't recommend because the residents will spend much time outside, time difference will be notices, but if CFL's have any problem when using of photocell that means many of the design layouts need to be updated, always we specifying CFL's and photocell in one place!!!
