Fencing and NEC Clearance Requirements for Outdoor Switch and Transformer

I've got an owner installation with a 15kv metal enclosed fused switch feeding a 1500kVA pad mounted transformer. The owner would like to have the installation fenced in the smallest area possible. The idea was to put a 3' aisle between the equipment and fence with one double gate in front of the switch and one double gate in front of the transformer. The gates would be open during service. I saw this done on an older installation and am wondering if it is code compliant to use the gates to provide the working clearance.
 
It is okay to use a doorway and open door to provide NEC working clearance in from of equipment even if the door is normally closed.
As long as the gate opening is wide enough, I see no problem with what you describe.
