Fencing Under Power Lines

What are the grounding requirements for fencing that runs under high voltage power lines? What is the regulation/ standard/ guideline/ etc?
 
This is an issue under the consideration of the power utility company and covered under the National Electrical Safety Code (NESC).

I have a copy of the current NESC but cannot find anything about where to apply grounds for fencing. Just how the grounding needs to be done. Any help is greatly appreciated.
