Ferrels on fine strand ground wires

Hi Guys,
I am on a project out in LA and the owner had to have the plant UL inspected before he is issued an occupancy permit. One of the items was that some of the machine use fine stranded ground wires and he said that they must have ferrels on the wires. Is this a code or UL violation? Also he mentioned about the ground bars having more than one wire per terminal. See photo. I have never had this be an issue before. This is on nearly every machine and I have seen it done hundreds of times across the country.

1. Most screw terminals and many crimp terminals are not UL listed for use with fine stranded wire. The solution is either to use terminations rated for fine stranding or to use a ferrule (not ferrel) or other adapter which is rated for fine wire on one end and fits the existing termination on the other end.
Some screw terminations can be used with fine stranded wire if a metal wrapper is used around the fine stranded wire.

2. Most ground/neutral bars have screw terminals that are rated for two wires (withing a specific size range, and typically only when both wires are the same size I think. But the NEC does not allow double wiring on the neutral bar (among other things because it would require interrupting a second neutral connection in the course of modifying one connection. More clearly stated, you can usually have two EGCs in one screw but not two neutrals or one of each.

I agree. The wires in the photo don't appear to be fine stranded wire though, they look like regular thhn or mtw wire.
