Fiber and power in the same light pole

Can I run power wiring and open fiber cable in the same raceway, or light pole?

I am not familiar with the term "open fiber optic cable". But the NEC allows non-metallic optical fiber in the same enclosure, box or raceway. Most fiber is non metallic

I guess the exception would be metal armored fiber for extreme environments?

its not an exception but a general rule, several times Art 770 mentions non conductive optical fiber cable can share the same enclosure box or raceway...
