Fiber Box Buildup

There is a hard substance that is wrapped around the fiber coming into the building. It has broken at least one of the fibers. Has anyone ever seen anything like this?

It looks like expanding foam. Is it 'growing' or is it stationary?

It's growing. Our fiber installer has never seen it before. He sent a picture to the manufacturer. We are waiting to hear from them.
