Fiber Cable for Fire Alarm

We have two buildings that are using fiber optic cable for the fire alarm network wiring to connect the building's fire alarm systems.

I assume the intent of Article 770.133(B)(2) (2008 edition) allows the use of a multi strand fiber cable to serve the fire alarm system and other non-fire alarm system equipment. (example- in a 24 fiber strand cable (2) strands would be for fire alarm while the other (22) fiber strands are for other non-fire alarm systems.) Is this the intent of 770.133(B)(2)? Or is the intent something other.

This is NYC land which adopts the 2008 NEC and amends. Unfortunately, NYC has amended 770.133(B)(2) and doesn't allow fire alarm wiring to share fibers.

Un-fricking believable. Like an accident severing a 24-strand cable won't take out the 2-4 strand cable running right next to it. Morons.
