Do the specs, notes etc. usually call out the lengths for patch cords? If they don't would that warrant an RFI or would you measure they distance frpm the patch panel and use that length? thanks.

Are you actually bidding on the final connections in the racks for the patch panels, switches and such?

The people doing the final connections usually make that call. Cable management in IT is a very touchy issue with the installers.

Here is a quick article on it.

Yes, receiving, handling and installing all racks patch panels, and patch cords etc?

Our rule of thumb with integration is the shortest patch you can use but still maintain the cable management, bend radius, etc.

Fiber has few problems with RFI ;)

I think he meant use the shortest possible cable. Take in account any extra coiled in a loop.

why he spoke of RFI as there is none in Fiber. I think the OP was refferring to getting a RFI from the Owner. I would.

Send an RFI to the owner. One consideration with fiber patch cords that has not been mentioned is a minimum length. An optical time domain reflectometer (OTDR) cannot 'see' a 1 meter patch cord, but an OTDR can see a 2 meter or longer patch cord. For this reason I specify a minimum length of 2 meters for all fiber patch cords to facilitate troubleshooting with an OTDR.

That being said I rarely troubleshoot fiber with an OTDR - most problems can be solved more quickly with a link loss test set.
