Filling Ground Hole with Goop

Why does the CEC require that 3 pole outlets on an ungrounded GFCI circuit have their ground hole blocked? Or am I just reading it wrong?

If it does require it, it is so that users will not incorrectly think that they are protected by an EGC connection to their equipment. The NEC in USA simply requires a label to be attached that says there is no ground connection.

If the U hole is blocked, the typical user will just use a three to two prong adapter.

I don think there is such rule
2018 CEC 26-702 2) allows it:
Notwithstanding Subrule 1), at existing outlets where a bonding means does not exist in the outlet
box, grounding-type receptacles shall be permitted to be installed, provided that each receptacle is
protected by a ground fault circuit interrupter of the Class A type.
