Finish basement going to have a full size refrigerator and next to it a 48" base and wall cabinet . There will no sink. Going to run a 20 amp for the refrigerator and a receptical above cabinet does this follow the same rules as a kitchen counter top does it need to be gfci thanks

The definition of Kitchen says that it's an area with a sink.

If you don't have a sink then you don't have a kitchen.

You are not within 6 ft of some other type of sink are you? Mop sink?

I would say that no GFCI protection is required only arc fault protection.
 
Even if it had a sink it still isn't a kitchen if it doesn't have permanent provisions for cooking. (my understanding is 2017 clarified what is considered permanent provisions for cooking) GFCI would be required though if receptacle within 6 feet of sink.

The definition is the same as the 2014, so if the NFPA did I do not know where they did.
 
is a Finish basement different from an American basement because there is a sauna?

Best I could find was a PI that was not accepted.

It was:

Kitchen.
An area with a sink and permanent provisions for food preparation and cooking, that are not portable or are fastened in place.
Maybe it was clarified by a local rule and I missed that part. I know it was mentioned that the often debated break rooms with only a microwave for cooking appliance is not a kitchen.
