Not sure exactly what art you are talking about, but it could be material. Such as shellack used to coat(covering) a wire.

what does this finish/finished mean spoken about jackets? a procedure or material ?

It's pretty much an archaic term. Not to much varnished cambric or asbestos cable being made now days. Cables with cloth typer outer jackets were painted (finished) as they were fabricated.
You can find woven wire covers on wires runnning installed on knob and tube in old buildings.
The outer jacket on most cables now is extruded.
