Can regular plenum rated fire alarm cable be ran in high ceilings in utility rooms and compressor rooms if in appropriate support like bridal rings and beam clamps?

Absolutely yes, unless local amendments (I'm talking to you, NYC) say otherwise. You may have to negotiate with the AHJ as to whether any portion of the cable run is "subject to mechanical damage" which would require a raceway, or the installation of plenum rated MC (if you need plenum rated).
