I have a fire alarm control panel in a telecommunications facility with a 120-volt power circuit that is properly grounded to the panel enclosure. Following the control panel installation a large ground wire with lugs was bolted to the control panel enclosure and the main grounding bar. Is this acceptable ?

Assuming that the power circuit has a connected EGC, the code does not prohibit that.

Around here that sort of thing is common with various government entities like NJ Transit, PATH, Port Authority, etc.
