I have assisted living two story building, for 8 residents, it is defined as occupancy type group R4, construction type 5B, building is sprinkled.

Is Fire Alarm Control panel required or not required for the building?

Not my area, but that requirement would be up to building AHJ.
However, the sprinkler system will require monitoring.

I just read a little about it, and if I understand correctly, it may at a minimum have to have some type of alert system activated by the sprinkler system. Also may or may not need smokes, depending upon if each occupancy had an egress , and pull stations at like a nurse’s station, instead of at all exits. There were a lot of variables.
I was surprised that 5 B construction was basically not fire rated. It just has the sprinkler system.
The R4 acknowledges that the occupants would likely “need assistance “ in an emergency.
