Do we need to have fire alarm devices (strobe, horn, smoke detectors, etc) in commercial parking garage? Any codes reference please, NFPA-72 does not address this item as I know of. Thanks!

These requirements will be in your state/city/local fire and/or building codes.

I took a very quick look at New Jersey's requirements. Our edition of the International Building Code classifies a commercial parking garage as an S-2 storage (low hazard). No fire alarm required, but you do need sprinklers. That means (in Jersey) you need a communicator (say, a Silent Knight 5104B) to an off-premises remote supervising or central station, a smoke detector in the immediate vicinity of the communicator, at least one flow switch at the main riser, and tampers on all shut off valves. New Jersey does not allow chain-and-lock on new installs for shut off valves. You'll need an outside horn/strobe wherever the AHJ/fire department wants it, and you'll need at least one (1) manual pull station on each waterflow zone (if I recall correctly).
 
All of this should be on the stamped aproved print. Pull stations at all stairs and sprinklers are almost a must. Be smart and talk to fire chief. No matter what building department says ok to the fire chief is final say here.

OP, you must refer to your local building codes for what is required, not NFPA 72. The building codes tell you what is required, 72 tells you how to install and maintain what you install. Whenever you are looking for requirements, look first to your RFP for the project for owner's requirements/requests, then look to the building codes.

The parking garage will have different requirements depending upon several things:

underground?
enclosed?
what else is in the garage?
elevator requirements?
