Fire alarm in pvc encased in concrete

Can someone tell me why an inspector would fail nonmetallic conduit in the deck of a new building that will be used for fire alarm?

Is it in the deck or in the slab.

I know of one state that does not allow any fire alarm raceways under a slab on grade.

If it is deck above ground I have no idea.

Did you ask for a code reference form the inspector?

This is in the city of Alexandria in VA. Never had a problem before this in VA or D.C. He would not cite a code reference, just that NFPA states.......... The only reference I could find pertaining to this is in NEC 760. But, It in no way states that you can not use pvc except where exposed. All of our stubs are in rigid coming out of the deck.
