fire alarm indicating device outside

I know that the official ruling will come from the local AHJ, but I would like to know other people's thoughts & experiences on the following situations:

1) Outside dining patio on the 1st floor....would a fire alarm indicating device be required here? How about if it was a roof deck dining area?

2) Balcony's of a condo..are they required on the balcony so that the tenants could be made aware of the alarm if they were on the balcony with the door closed?

I don't have answer for #1, but for #2 we aren't putting indicating devices on the balconey. However based on the answer to #2, I'll use it for #1 also :) .
Some of our balconeys are about 60' up ....and over water.

Talk to the AHJ as you have already decided.
