Do you feel that it is the electrical inspector's obligation to test those devices listed on the electrical permit for a fire alarm system( for example; smoke dectectors, pulls, strobes, fire alarm control panel etc)? Or do you think it is the electrical inspector's obligation to inspect the wiring methods etc. as described in Sections 725 and 760 of the NEC and allow the testing of the fire alarm system and its approval to others?
Thanks

I would think that question could not be answered except in the context of specific jurisdiction, since a particular AHJ may assign responsibilities to its inspectors based on multiple codes, not just the NEC.
You could ask whether the NEC itself gives that responsibility to an inspector charged only with enforcing the NEC.

Occasionally the jurisdictions we've worked in here in NJ will let whoever is doing the final inspection for fire also check the electrical portion of the work. Since this is usually the installation of the low voltage wire and maybe the branch circuit power to the panel it's not that big a deal. I don't recall that it has ever worked the other way, however.
