Fire Alarm Question

someone told me that NFPA 72 states that if a new device is connected to a Fire Panel, then 50 or 10% of all connected devices must be tested. Could someone please point me to the article that states this?

Every time we add on to a panel we have to have the whole system re-certified. I do not know if this is just a Michigan thing though.
