Fire Alarm replacement in occupied bldg.

Anyone out there has worked on a Fire Alarm system replacement of an occupied, higher ed. institution building? -Any ideas on how do you go about evacuating in case of an emergency?
Posting a fire watch is @ the bottom of preferences. i.e.: tried it before, people fall asleep on the job, people won't listen, etc., etc.

Yes we are doing a fire alarm system replacement in a 17 story medical school right now.

In our case the original system was beyond repair so we installed an entire temporary system (it was that or 24/7 fire watch at $7,000 per week) and now we are installing the permanent one.

Once the permanent system is up and running we have to remove all the temporary system.

Nothings cheep. :p
