Fire Alarm Strobe in conference room

Are Fire Alarm strobes required in a conference room if this building requires speakers and strobes? The room is 12x16.

NFPA 72's chart starts at a 20x20 room, but I would not hesitate to install one in this conference room.

We have had fire marshalls come in and had them install strobes even in smaller offices.
