how can i select circuit breaker rating for protection of fire alarm panel with load does not exceed 1.4A according to NEC requirement, and about it should be double pole lockable type and surge arrester
 
Can you provide more information, like where are you installing the fire alarm panel (i.e city & state), are there auxiliary panels for horn/strobe circuits, are there any engineer's specs for the equipment installation, etc. ? There are a number of answers that can be given here. You probably won't be able to get a std., off the shelf breaker under 15 amps but as Bob (iwire) mentioned the normal spec'd breaker used is a s/p 20 amp. Where did you get the D/P lockable type with surge suppression from ?
