Generally no, see NFPA 70-2008 760.136 (A), but also see the exceptions in (B) through (G). This is for power limited fire alarm circuits. If you have non-power limited fire alarm circuits, the answer may still be "no" because the insulation rating has to be good for the maximum voltage in the conduit. IIRCC, THHN is good up to 600 volts, but FPLP is only good to 300 volts.
