Fire caulk & conductors

I have run across a manufacturer?s installation instruction for fire-rated outlet box pads (sheets of fire proof putty that you wrap around the box to make it fire resistive) that require a ball of putty to be ?firmly? inserted into the conduit openings of the box. This would prevent any airflow around the conductors. It just doesn?t sound right to me that the conductors should be trapped by fire caulk and I am concerned about conductors overheating, not to mention the possible incompatibility of the fire caulk in direct contact with the conductor insulation. Anyone have any ideas or maybe even a Code cite concerning this?

Do the instructions reference a UL assembly number?
