Fire hazard

So I did a trouble call on some cheap apartments and each unit has individual FPE panels with aluminum wiring that I know is trash. I’m suggesting replacement on those. But I also know some Zinsco are trash as well. Any idea if this meter assembly is a fire hazard. I know due to age it should be replaced but is it a fire hazard?
It’s a Zinsco 5MRT.
