We recently have new industral plants (KIA Motors) and their suppliers where made to put outside weatherproof emergency light on the out side egress (back of building or back aley) Ok these are new and industrial, but now the inspector wont's all business old building new tennents to spend 200 + dollars to mount over the door in the back alley of these buildings. I looking for availabity and price, and the electrical suppy co said they have to special order becaus they never sell any. So I wonder is and can the inspector requre the light on all building.

In my area the local FD can ask for and get pretty much anything they want. It is a FD issue, not an electrical inspectors.
 
A Local AHJ picked up that requirement for emergency exit light, you might ask what the total
candle power is this requirement! Our's is one foot candle.

It'll only applied new or as the building gets re-fit.

BTW, You can get exit signs that now have battery back-up with this
low voltage power just for these little applications.
 
ADA requires the "path of travel" or "means of egress" to be lighted all the way to a "public way" eg, a street or road. That includes the exterior of the building. Its been accepted code here for 5+ years.

NFPA 101

7.8.1 General.
7.8.1.1* Illumination of means of egress shall be provided in accordance with
section 7.8 for every building and structure where required in Chapters 11 through
42. For the purposes of this requirement, exit access shall include only designated
stairs, aisles, corridors, ramps, escalators, and passageways leading to an exit. For
the purposes of this requirement, exit discharge shall include only designated stairs,
aisles, corridors, ramps, escalators, walkways, and exit passageways leading to a
public way.
Exception No.1: In assembly occupancies, the illumination of the floors of exit
access shall be not less than 0.2 footcandle (2 lx) during periods of performances or
projections involving directed light.
Exception No.2*: This requirement shall not apply where operations or
processes require low lighting levels.




And I agree the FD can get whatever they want in the name of safety, they have been trying to scare businesses in to retroactive laws for sprinkler systems here in MA. I personally find it repugnant, but it generates electrical work as well. So, if its my place I'd fight it.

If it is a new Tennant, then they need a new certificate of occupancy. Because of this the Fire Marshall can make them do much more then a few lights. But this is a building issue, as far as what they can require. For wall pack lights you could check e-conolight on line. They have some inexpensive units.
