Fire Ladders

In the 2005 NEC, Section 225.19.e (Page 68) there is a reference to a zone for fire ladders in relation to the services in buildings of 3 stories or more. I cannot understand what the dimensions that are referred to represent. Can anyone either in the electrical trade or perhaps an electrician that is with a volunteer fire company help me with this? Thanks in advance.

I think they want 6' away from building where ladder is passing thru or at least 8' above when raised.....My interp.
 
I am still confused as to the relationship of the dimensions as they pertain to the placement of the service. If someone could steer me to a picture or perhaps a web sight that could illustrate this, I think it would be most helpful to my understanding of this code section. Again, thanks in advance.
