Thermal Design Inc out of Houston Texas makes a fire proof product called KMASS which we use at the refinery for our fire proofing of emergency shutoff valves and assocaited JBOXes.
Perhaps you can make a custom panel cover that can be KMASSed and utilized. There website is http://www.tdius.com/

The problem with the panel is that it exceedes the 16 sq ins of opening. There are ways to do it, but there are no approved ways to do it.

The most logical method is to 5-side drywall (fireblock) the sides and back of the panel cabinet space. This creates a rated void in the rated wall that the panel cabinet is to be located. This in effect elimanates the membrane penetration all together.

If you have no raceways or cables entering the cabinet this is easy but then what purpose would the cabinet serve:-?

Convince someone to build a rated wall assembly behind it. You could use the envelope for that...
Or move the panel to the surface - wrap it in rock if you like to make it pretty.

The cabinet (Article 312) is the enclosure housing the panelboard (Article 408).

very good, what purpose would it serve if no cables or raceways were to enter it was the question.
