The most logical method is to 5-side drywall (fireblock) the sides and back of the panel cabinet space. This creates a rated void in the rated wall that the panel cabinet is to be located. This in effect elimanates the membrane penetration all together.
If you have no raceways or cables entering the cabinet this is easy but then what purpose would the cabinet serve:-?
The cabinet (Article 312) is the enclosure housing the panelboard (Article 408).
