Fire pump- 2nd service grounding

I have a fire pump that I'm powering from a 2nd service from the pad mount transformer. The power side I'm fine. My Q is since this is technically a 2nd service do I need to drive a ground rod, create a GEC, and connect to the 1st service GEC, etc? Seems like a lot for a rarely used 'service'.

IMO, all services must be connected to a grounding electrode system and all grounding electrodes must be connected together so its just a matter of the best way to accomplish that task.
