Fire Pump 695.4(A)

This building has a primary utility service. Can I tap a separate feed from the owner's outdoor pad mount service entrance transformer to feed the normal side of the fire pump controller/ATS without a disconnecting means or overcurrent protection device? It seems that 695.4(A) will allow this. I guess I'm confused as to what is referred to as the service disconneting means. Is the service disconnecting means the owner's MV primary switch, or the main CB in the service entrance main distribution panel?
 
I would expect that the service point for this installation is on the line side of the MV switch. That switch would be the service disconnect.

So that would make the tap for the fire pump a feeder? Meaning I would need to provide a disconnect and overcurrent protection per 695.4(B)(1)(a). Correct? Thanks for your response.
 
It is my opinion that the tap would have to be on the line side of the 5kV service disconnect. 695.3(A)(1)
