Fire pump alarm horn

Theres a circuit that feeds the fire pump alarm (a buzzer on the pump control box) and it is fed from the emergency system.

Is there a 'code' that requires it to be 'locked on'?? This 20 amp breaker doesn't have a 'breaker stopper' (is what I call them) to keep it from being accidently turned off.

All other jobs I've been on I've seen where the alarm control breaker was locked on or had a stopper on it. Ive seen these for fire alarm panels as well.

I can't find it in the NEC, not sure if its in the NFPA 72 OR 101. Any help would be appreciated.
