Fire Pump Circuit- Ground Fault Protection

NEC 695.6(G) states "Ground-fault protection of equipment shall not be installed in any fire pump power circuit." We have a unit substation where the main is protected by 4000A GFP breaker, does this requirement includes upstream ground-fault protection all the way to the substation transformer or just the fire pump feeder breaker? My understanding it should include all the upstream breakers as well but would like a confirmation.

It’s sort of a grey area. Obviously the utility does more than just short circuit for instance. The fire pump circuit itself is protected by oversized conductors.
