Does a electric motor driven fire pump require two separate start circuits, one from the emergency generator set and one from the generator transfer switch.

I'm not sure I understand the question. In a typical installation you have a fire pump controller with an integrated ATS and a separate ATS for Art. 700 lighting and other emergency loads. You could have additional ATSs for optional loads. Each ATS start controls go to the genset. You seem to be implying that you are using a separate ATS remote from the fire pump controller. This would not be the norm as the fire pump ATS has to be rated for fire pump service and located in the fire pump room and can serve no other loads not related to the fire pump.
