Does a main feeder service underground conduit have to be encased in concrete? I am also reviewing drawings that are indicating that the pump be provided heater protection. It has alway been my understanding that the pump was supposed to run until the windings melted. Before I contact the engineer I would just like to find out if any changes have taken place that I am not aware of.

A fire pump feeder as you describe would not require concrete encasement.
As for the "heater protection" I think they are referring to freeze protection, not OL protection as you are hinting at. Just as an FYI a fire pump motor must be controlled by a listed fire pump controller.
