Fire Pump Feeder

Does the feeder from the main service breaker to the fire pump controller have to be encased in concrete or have a 2-hr rating if the breaker and controller are in the same room?

If you have a feeder to a FP controller the feeder will have to be 2 hour rated. If these are service conductors they have to be outside the building per the NEC definition. Concrete encasement is one option to get them outside the building. Just a fire rating alone would not be allowed if service conductors.
You say "feeder from main service breaker". A fire pump cannot be supplied from the load side of the building service. In most applications you would have a connection ahead of the service equipment and run service conductors outside the building directly to the fire pump controller in the fire pump room.
Maybe you could clarify your situation.

Exception to (A)(2)(d): The supply conductors located in the electrical equipment room where they originate and in the re pump room shall not be required to have the minimum 2-hour re separation or reresistance rating, unless otherwise required by 700.10(D) of this Code.
