question: on generator side, can we use fuse to feed fire pump?

I think we cannot.
because NEC 695.4 B(2)(b)
(b) On-Site Standby Generators. Overcurrent protective
devices between an on-site standby generator and a fire
pump controller shall be selected and sized to allow for
instantaneous pickup of the full pump room load, but shall
not be larger than the value selected to comply with 430.62
to provide short-circuit protection only. [20:9.6.1.1]

I think fuse dose not have "instantaneous pickup". Therefore we only can use breaker. anyone have different opinion?

You'd have to look at the available fuse products to decide. "Instantaneous pickup" just means the OCPD has to handle the inrush while still complying with 430.62. I'm not a fuse guy so I don't know if there are any products that can meet those requirements.

I search "instantaneous" in NEC, the result are all relate to breaker.

Well at least one doesn't. The one we're discussing here. Since 695.4.B(2)(b) doesn't otherwise modify or restrict what OCPD can be employed, it's reasonable to assume that it includes fuses.
