Working on a contruction site the general contractor would like for us to provide a temporary service to the fire pump during the construction phase. Does this installation follow the same guidlines as if it were a permant service. If so, can we make a direction from the utility company ahead of the main disconnect of our temporary power panel to the fire pump controller?

Thanks

Yes.

In general all the normal rules of the NEC apply no matter how temporary the nature.

590.2(A) Other Articles. Except as specifically modified in this article, all other requirements of this Code for permanent wiring shall apply to temporary wiring installations.

You can, but keep in mind that your tap has to ahead of, and not within the same enclosure, as your service disconnect. I'm not sure how your temporary is configured, but that might be tricky to do. The AHJ may allow some latitude here since it is a temporary install.
