Does NEC 695 or elsewhere in code scope of work include electric motor driven Fire pump sizing such as size of motor HP? If not then which code does Fire pump sizing fall under?
 
Have you reviewed article 695 to answer your question? Have you looked in NEC index?

Not covered Scope of 695 does not specifically say sizing of fire pumps. I was also wondering motor section 430 or elsewhere in code or it’s in other codes?

It's a hydraulic flow calculation based on the supply characteristics and the building sprinkler piping.
 
As stated, it is not an NEC issue. See NFPA 20, you can access it free at the NFPA website.

Fire pump motor sizing falls under NFPA 20, Standard for the Installation of Stationary Pumps for Fire Protection. If you do fire pumps on a regular basis, you should get a copy and familiarize yourself with its contents. Information on a particular installation should come from the manufacturer and/or the fire protection contractor. No one should attempt to grab a pump and match a motor to roll their own fire pump. Fire pumps are listed as an assembly with the pump and driver together.
