Fire pump supply conductor requirements

I have a small (23.4 amp) fire pump installation using a dedicated power source direct from the Utility.
The engineer has designed this with a 125% feeder size as required in NEC 695.
The supply side conductors are # 8's.
The FP Controller OCD is 150 amps to cover the LRC requirements.

Our local inspector has turned this down based on Article 230 and is requiring that the supply side conductors must be sized according to the OCD size of 150 amps.

I do not agree with him.
Is there ever a situation with a fire pump when this is required?
