Our project involves a fire pump in a new building on a government base. As 15kv is supplied to the building by the government owned and maintained distribution system, a transformer will be needed for utilization voltage for the building and fire pump.
It's my interpretation that "695.5 Transformers" governs and that the building transformer can't also supply the fire pump.
An opposing opinion is that "695.3(A)(1) Electric Utility Service Connection" allows the fire pump to be fed from the building transformer as long as the connection is made ahead of the main disconnecting means.
In my opinion, 695.3(A)(1) applies only to "utility" owned and maintained services.
