Attached sketch have incoming utility service into switchboard. Ahead of the main service disconnects in switchboard have tapped service 3 phase conductors, one neutral and ground conductor coming from the switchboard phase, neutral and ground bar in conduit to fire pump ats controller 200 feet away in 2 inch concrete encased inside building.
In the switchboard the ground bar is connected to building ground electrode system via GEC, has neutral to bond.
In the all in one fire pump controller ats main breaker I have one bar into which neutral and ground land and have neutral to ground bond.
Inspector flagged saying ground I have is equipment grounding conductor not GEC and that I need to provide GEC at the fire pump and GE system. Also I cannot route ground conductor with service conductor.
What code violation is being made? Where in code this is being said? Is inspector correct?
