Fire Pump wiring

This is a new installation of a fire pump in an existing building. The building has an attached transformer vault accessible from the outside. The engineer's drawings show to tap the secondary of the transformer in the vault, no OCPD or disconnecting means, and run a 2" GRC conduit through the ceiling app. 100' to the fir pump controller. the engineer spec's to use a fire resistant cable to meet the listing requirements of Circuit Conductors. I see these as service conductors, requiring to meet 695.6(A), thar requires them to be outside of the building.
Anyone familliar with fire pumps that can offer some input? Thanks in advance.
P.S. We are under 2008 NEC
 
If these are service conductors then I agree with you. 230.6 could be utilized to have the conductors considered outside the building.

Sounds like you need to send an RFI to the designer with this concern noted.

An alternative would be to provide a supervised disconnecting means and overcurrent in accordance with 695.4(B). Then the conductors could be routed in the building.

There was a good paper published by NECPLUS "Fire Pump Supply and Circuits ? Reliability Is Paramount", but it is now only available to subscribers.

Does the utility own the transformer, or the owner. If the owner, then it isn't really a service.
