If you run fire pump supply conductors as service conductors, outside the building and directly to the fire pump room, can I install a tap box in the fire pump room ahead of the fire pump controller (service rated) to supply the jockey pump controller (also service rated)?

I'd say technically no, because of the "nearest entry of service conductors" problem - but I have done it (per orders) and passed inspection locally.
