Fire pump

Does any one know what year the code required fire pump ocp to indefinitely carry the locked rotor current? I have a 93 NEC. It doesn't have Art 695 but it does state in 230.90 (a) exception 4. "over current protection for fire pump services shall be selected or set to carry locked rotor current of the motor(s) indefinitely." Was wondering if this went back to about 1965. A contractor wants to change an old fire pump but the existing service was not large enough to complie with 695.4(B)(2) 600% full load current.
