Please see attached sketch. New service conductors go underground into building CT cabinet with one utility meter. In the utility CT cabinet one conductor feeds building main service disco and second conductor go underground and feed fire pump controller in the building which feed fire pump.

I see that NEC 2014 section 695.3(A)(1) says fire pump can be supplied by separate service or from connection located ahead of the service disconnecting means but not in the same enclosure as the service disconnecting means. I am just not sure which one applies to the attached sketch or none of the two applies

Question:

1. Would the attached configuration be considered new electric utility service for fire pump or not as mention 695.3(A)(1) version NEC 2014?

2. Would the attached configuration be considered connected ahead of the main service disconnecting means or not as mentioned 695.3(A)(1) version 2014 NEC?

some utility companies want the fire pump metered so you could tap the line side of the ct, feed or not feed the meter and run 4 wires to the controller if this a 3 phase pump. at the controller ground the fire pump service to 250.52. the a.h.j has the final say. if you are an inspector you can request drawings for plan review.
