It appears as if this section does not intend for OCPD's between the generator and the fire pump to be sized per locked rotor amps of the pump and associated equipment, but the final sentences seem to contradict that. "All disconnecting devices and overcurrent protective devices that are unique to the fire pump loads shall comply with 695.4(B)(1) through (B)(4).

IMO the sentence right before the one that you quoted is for a stanby generator only supplying the fire pump and controller. No other loads.

ok, I see your point. How about a fire pump in the penthouse? Does MI cable qualify for the "outside the building" source cable requirement?
