Is there any rule or code that refers to fire pumps being submerged in water?

this is for the application of Fire pumps in Piers.

Do I need to consider the flood level or mean high water of the tide? thanks.

Forget the fire pump, just wait 4 the high tide to come in, that will put any fire out. :D

Yes, there is. NEC article 695 deals with fire pumps, and 695.12 (D) says all energized equipment must be 12" above the floor. That applies to a fire pump in a building, and I would guess the concern is that standing water could develop in the room with the fire pump.

I don't think that applies to your situation though. I would refer you to 555 - Marinas and Boatyard's, and specifically 555.2. I would expect that you would have to keep anything energized above the "electrical datum plane" - which is probably 2' above the highest tide.
