The NEC allows over current protection on fire pumps if they are sized for locked rotor current but it is not required. Is that correct? Is it correct that the fire pump circuit may attach ahead of the service main and feed the pump controller and pump without any over current protection what so ever?

Nope. "Shall be", not "can be"

Correct, and they must be properly routed, protected (such as concrete encasement), etc. for that reason

695.4(B) then see 695.6(B) If you install a supervised disconnect listed as service equipment and fused at LRA continuously.That will allow one to use 695.6(B) to Controller which provides short circuit protection.
