Hi, can you tell me how to find out if the building is fire rated or not I can use romex-wiring throughout if the bldg in not a fire-rated type , right ????

IMO, The best answer will be from your AHJ.

We often run NM cable in buildings that have fire ratings.

What matters is what type of construction it could be.

The question is "...how to find out if ..." The answer is that you need to have a complete plan review analysis done under Chapter 5 of the building code with respect to height, area, occupancy classification, etc.
