Just a silly question
Using Halo 245R ICT in a fire rated ceiling is Illegal, but if you wrapped them in 3m Fire putty pads wouldn't that give you a 1 hour fire rating in a single 5/8" gypsum ceiling membrane?

Wrapping the fixture not good idea, mfg designs with heat dissipation in mind, wrapping would effect that, suggest getting a sealed unit, that should meet fire rating requirements with additional seal (fire caulk) around around fixture penetration, that has meet requirement with our local building inspector. I also would suggest before you purchase any product you check with the "building inspector" (not an NEC issue directly) for you area for input if you are unsure if product meets a requirement. Easier to do it upfront than change it after it's all done and failed, my experience with our codes inspectors here is they are happy to review possible ways to meet their code requirements and less likely to make big issues with some insignificant minor unintentional ommission (From other posts it seems my area and experience is a minority.)

I/C rated fixtures can be completely covered by an unlimited amount of insulation. I don’t think putty pads would be more adverse, thermally.

But I would agree that a fixture designed for the purpose is a better approach.
 
we had a job where we bought (30) elite 1 hour fire rated recessed lights to use in a 1 hour rated ceiling and the building inspector would not allow it because even though they were ul listed and clearly rated for the ceiling he wanted a letter from an engineer. we didnt have an engineer on the job and i had trouble finding one to give a letter. Elite lighting was fantastic about it and sent us at no cost (30) tenmat fire rated covers witch the inspector did approve.
 
I need to understand, can ahj (inspector) override ul listing of product, in effect saying no it's not, then demand a 4th party to validate what ul already did?
